The Permanent Representative

H.E. Lorenzo Vella

Lorenzo Vella took up the post of Permanent Representative of Malta to the Council of Europe on 17 May 2021.
 
After graduating from the University of Malta in 2004, Ambassador Vella joined the civil service, taking up several posts in EU Funds management. In 2006, he moved to the Office of the Prime Minister, where he was responsible for the management of cross-border cooperation programmes. In 2008, after having completed a Master of Arts in Public Policy from the University of Malta, specializing in European Union Policy Making, he moved to Luxembourg where he held the post of Projects Manager with the European Court of Auditors, and in 2010 he subsequently moved to Leuven (Belgium) to further his studies at the Katholieke Universiteit Leuven, where he successfully completed a Master of Science in European Politics and Policies.
 
In 2012, Ambassador Vella moved to Brussels, where he occupied the post of Policy Officer / Projects Manager with the Directorate General for Employment, Social Affairs and Inclusion of the European Commission, and was responsible for analysing and providing advice on the Employment Policies being implemented by the Government of Malta, as well as negotiating on behalf of the European Commission the new European Social Fund Programme for the period 2014-2020.

In September 2014, Ambassador Vella took up the post of Technical Attaché at the Permanent Representation of Malta to the EU, and was responsible, among other issues, for Employment legislation being discussed within the Social Questions Working Party. During the first ever Maltese Presidency of the Council of the European Union, Ambassador Vella was the Chair of the Social Questions Working Party, bringing to a successful end the discussions between the Council of the European Union and the European Parliament on the Carcinogens and Mutagens Directive, as well as considerably advancing the discussions on the revision of the Posting of Workers Directive. In September 2017, Ambassador Vella was appointed Deputy Permanent Representative of Malta to the EU, where he was responsible for representing Malta in the Committee of Permanent Representatives (Part I) covering a variety of thematic subjects ranging from Energy to Education, and from Environment to Transport. During his tenure as Deputy Permanent Representative of Malta to the EU, Ambassador Vella managed to organise several activities and initiatives aimed at bringing to the fore, at the EU Level, various issues of importance of Malta, such as LGBTIQ and the Digital Economy.

In August 2020, Ambassador Vella was appointed the Chef de Cabinet of the Deputy Prime Minister and Minister for Health of Malta. During his time at the Office of the Deputy Prime Minister, Ambassador Vella was responsible for the coordination of the work of the Ministry of Health, with a particular focus on the work aimed at curbing the spread of Covid-19, and subsequently assisting in the coordination of the national vaccination strategy.
 
He is married to Cheryl Micallef Borg and they have two children.
