H.E Ambassador Lorenzo Vella, Permanent Representative of Malta to the Council of Europe, had the pleasure of addressing the opening session of the ‘21st edition of the University on Youth and Development’, held between 11 to 18 September in Mollina, Spain.
 
Conceived as a space that encourages dialogue between decision makers and young people, this year's edition included high-level representatives from Malta, Morocco, and Portugal, as well as the participation of experts from UNESCO, OECD, the Parliamentary Assembly of the Mediterranean, and the Council of Europe, amongst others.
 
In his capacity as Chair of the Executive Committee of the North-South Centre, H.E Ambassador Lorenzo Vella addressed this year’s theme of “Building effective, accountable, and inclusive institutions” - under the umbrella theme of “SDG 16: peace, justice and strong institutions” - by highlighting how important the voices and opinions of young people are in shaping institutions.​
