The Maltese High Commission in London accepts citizenship
applications on behalf of the Citizenship Unit within Identity Malta.
Applications submitted at the High Commission in London are forwarded to the
Citizenship Unit, and it is the latter office that makes the final decision.
Before applying for a second citizenship, it is always advisable that you check
with the relevant authorities and see if current laws allow you to hold
multiple citizenships.
Maltese citizenship application process (through the Malta High
Commission in London)
The following is an
overview of the process from when you first reach out to the High Commission in
London with a citizenship enquiry until you successfully apply for your first
Maltese Passport.
Before applying:
If you are interested in gaining Maltese Citizenship
and you think you have a claim, you are encouraged to review the information on
this website as well as on the Identity Malta - Citizenship Unit official

Once you are well acquainted with the
information available online, you must send us an email on citizenship.london@gov.mt with your contact details as well as any
relevant family history that may substantiate your claim. Please keep your
email concise and only include key dates and names of family members. The
Citizenship officer reviewing your email will be in touch and will prompt you
to provide the information we require in determining which application form applies
to your case (see below). Kindly note that in some cases you may be asked to
confirm citizenship of living ascendants before proceeding with your
application for citizenship.
Applying:
Once we are able to
determine which form applies to your particular case, the citizenship officer
will provide you with both an application form as well as instructions on how
to submit your form. It is not advisable to submit any forms without getting
the necessary go-ahead from the citizenship officer. Do not send applications
by post unless requested to do so by a citizenship officer, as not all
application forms can be accepted by post. Any incomplete applications received
via post without adequate contact details will be returned to sender.
If you have been asked to attend an appointment at the Malta
High Commission in London to submit your application, please be on time. If you
are unable to make it on the day, please make sure to notify us well in
advance. During your appointment, you must present your completed application
form and original supporting documentation as listed in the relevant checklist.
Our officers will help you to complete the form if needed. If you have missing
documentation, your application will be kept on hold. You will be given the
opportunity to resubmit the pending documentation via other means as deemed
necessary. Oaths and signatures will be witnessed during the appointment.
After applying:
When your application
is completed successfully, it will be forwarded to the relevant authorities in
Malta for processing. The duration of processing in Malta differs according to
the type of application submitted. The officer dealing with your form will be
able to give you an approximate timeline. You will not receive any updates on
progress from the Malta High Commission unless the office in Malta asks for
further clarifications or documents to substantiate your claim.
When Maltese citizenship is granted:
Once the processing of your application is
finalised in Malta, in case of Dual Enquiry forms, you will receive a letter
directly from Malta confirming your Maltese Citizenship. If you applied through
any other citizenship application form, the Malta High Commission will inform
you, via email, that your Certificate is ready for collection. You will be
provided with further instructions on how this can be collected/sent to you, as
well as the next steps.
Once you have obtained confirmation of Maltese
Citizenship successfully, you may register your life events at the Maltese
Public Registry and once this is successfully concluded you can apply for
your first Maltese Passport.

Application Form: DUAL ENQUIRY FORM A (for persons
born before 21/09/1964)
This application form
is applicable to persons who were:
- Born in Malta
and have at least one parent who was also born in Malta; OR
- Born abroad (in
wedlock) to a father who was born in Malta and a paternal grandparent who was
also born in Malta; OR
- Born abroad
(out of wedlock but parents subsequently got married) to a father who was born
in Malta and a paternal grandparent who was born in Malta. [father must be
listed as the informant on applicant’s birth certificate]; OR
- Born abroad
(out of wedlock) to mother who was born in Malta and a maternal grandparent who
was born in Malta;

Application Form: DUAL ENQUIRY FORM B (for persons
born Between 21/09/1964 And 31/07/1989)
This application form
is applicable to persons who were:
- Born in Malta
to foreign parents provided that their father, was not a citizen of Malta, and
did not enjoy diplomatic immunity in Malta; OR
- Born abroad (in
wedlock) to a father who was born in Malta and a paternal grandparent who was
born in Malta; OR
- Born abroad
(out of wedlock but parents subsequently got married) to a father who was born
in Malta and a paternal grandparent who was born in Malta. [father must
be listed as the informant on the applicant’s birth certificate]; OR
- Born abroad
(out of wedlock) to a mother who was born in Malta and a maternal grandparent
who was born in Malta.

Maltese Citizenship by Registration
FORM I (for persons born abroad to a mother
born in Malta before 1/08/1989)
This application form
is applicable to persons who were:
- Born abroad to
a mother who was born in Malta before 1st August
1989

Application FORMS K and M (Second or
subsequent generations born abroad)
These application forms
are applicable to those who are second or subsequent generations born abroad.
They will need to provide proof of two consecutive generations born in Malta
and if applicable all the subsequent living generations must have their Maltese
citizenship confirmed.
Form K is applicable
to cases where the applicant is an adult (over 18 years of age).
Form M is applicable
to cases where the applicant is a minor (under 18 years of age). The Maltese
parent or legal guardian of the minor needs to apply on their behalf.
OR
This application form
is applicable to those born out of wedlock to a Maltese born father and the
mother is not Maltese. The applicant must have two consecutive generations born
in Malta in order to be eligible. (Form K or Form M)

Citizenship by registration through Marriage
(Form B)
Applicants may apply
using Form B if they are:
- married to a citizen
of Malta and have been married for at least five years and are still living
with their spouse; OR
- married to a citizen
of Malta but separated from their spouse with whom they had lived for at least
five years after the celebration of marriage; OR
- the widow/widower of
a person who was a citizen of Malta at the time of his/her death and was still
living with their spouse at the time of his/her death and a period of at least
five years elapsed from the date of their marriage; OR
- the widow/widower of
a person who was a citizen of Malta at the time of his/her death and if not for
the death of the person, the widower/widower would have been married to that
person for five (5) years on the date of application; OR
- the widow/widower of a person who
would, but for his or her death, have become a citizen of Malta and the
widow/widower was still living with the deceased person at the time of his/her
death or separated de jure or de facto after living with the person for at
least five (5) years after their marriage.

Application Form J – Maltese Citizenship by
Naturalisation for Minors

Renunciation of Maltese Citizenship – Form D
The Maltese Citizenship Act states that if “any
citizen of Malta (provided that he/she is of full age, full mental capacity and
is also a national of a foreign country), makes a declaration in the prescribed
manner that he/she wishes to renounce his/her Maltese citizenship, and the
Minister registers that declaration, then that person shall cease to be a
citizen of Malta.”
