As part of Malta’s commitment to provide humanitarian assistance to the population of Gaza, the Office of the Ministry for Foreign and European Affairs intends to procure Water, Sanitation and Hygiene (WASH) kits to be provided to women, children and other vulnerable groups in Gaza. These kits will play a crucial role in maintaining personal hygiene, preventing disease spread, and supporting the overall well-being of vulnerable groups.
This Call for Bids is open to all interested companies which are able to provide one or more kinds of the predefined kits meeting the exact specifications listed hereunder.
- Specifications
The Ministry is seeking to procure three kinds of WASH kits:
- Menstrual Hygiene Management Kits
- Acute Watery Diarrhoea Kits
- Child & Newborn Baby Kits
The specifications required for each kit are defined and listed in Annex I. Each kit must meet all listed specifications and shall furthermore include an informational leaflet which will be provided to the bidder by the Ministry for Foreign and European Affairs. The requested kit shall be packed in a pouch or box and shall bear an adhesive sticker provided by the Ministry for Foreign and European Affairs.
Bidders shall quote a unit price for each WASH kit, assuming a maximum total cost of €70,000 per each category of kit, specified as indicated hereunder, inclusive of:
- complete kits specified as defined in Annex 1:Financial bid form ;
- packaging (except for the external sticker and inside leaflet which will be provided by the Ministry for Foreign and European Affairs);
- assembly;
- palletization on pallets of the specified dimensions (with dimensions being 1.20m by 0.8m with height not exceeding 1.6m, with weight per pallet not exceeding 0.75 Metric Tonne);
- plastic wrapping of each pallet (pallet needs to be wrapped entirely with clear plastic wrapping, including the top), featuring an additional sticker which shall be provided by the Ministry for Foreign and European Affairs and affixed on each side by the supplier;
- strapping of cargo on pallets using heat-sealed polyester/plastic binding cord strapping inside the clear pallet wrapping; and
- delivery to an address in Malta which will be specified by the Ministry for Foreign and European Affairs at a later date.
Each kit and every item included therein shall have a minimum shelf life of two years. Preference will be given to kits with products that have longer shelf life. Products shall not require storage in an environmentally controlled area.
Bids shall be for the provision of complete kits only. Bids shall be for one and/or two categories of kit or for all three categories of kit. Bids for all three categories of kit will be preferred, but other bids shall also be considered. Bids for partial kits shall not be considered. Bids of a higher value than € 70,000 will not be considered.
- Corporate Social Responsibility
As businesses increasingly seek to balance profitability with meaningful social impact, prospective bidders are encouraged to augment their bids by undertaking to provide an additional number of kits as an in-kind contribution. Bidders interested in doing so should indicate the number of additional kits which they are willing to provide in kind, over and above the number of kits which are being offered as part of the bid itself.
- Selection Process
Bidders shall submit their bids by filling in the financial form which can be found here and sending it to [email protected], copying in [email protected] by Friday, 28 August at 13:00 hrs.
During the evaluation process, shortlisted bidders shall be asked to provide samples of the kits which they are undertaking to supply within 48 hours.
At the end of the selection process, bidders will be informed whether their bid was successful.
The Ministry reserves the right to refuse any bid, even the most advantageous or favourable ones.
Successful bidders shall have six (6) weeks from the date of notification to:
- prepare the respective kits in line with the conditions included in this Call and in line with the submitted bid; and
- deliver the kits to an address in Malta which will be specified by the Ministry for Foreign Affairs.
Payment will be done in two tranches. The first payment of 40% will be done upon signature of contract, while the remaining 60% will be settled upon delivery of the products to the designated warehouse, and upon verification that the product is in line with expectations.
